At the close of 2009, one year on from the implementation of Green Dam filtering software, The Chinese Ministry of Industry and Information Technology (MIIT) has unveiled plans to introduce a new process of domain registrations where instead of the previous “black list” approach (where domain names would become blacklisted upon notification or discovery of their offensive content) the MIIT has proposed a white list approach. This new adopted process involves the immediate black listing of all domain name applications prior to their vetting and approval by the Chinese government where, upon granting clearance, the domain names will be placed on a white list of acceptable sites and permitted to go “live”.
